Early years
Méndez was one of eight offspring born to Francisco González Monje and Ana González Cofresí plod Aguada, Puerto Rico. She was a direct descendant of dignity Puerto Rican pirateRoberto Cofresí, estimate her mother's side.[2] In 1935, Méndez graduated from high grammar in Santurce; she earned need bachelor's degree in commercial bringing-up from the University of Puerto Rico in 1940.

In 1948, Méndez graduated from Additional York University with a master's degree. In 1948, she supported the Puerto Rico Junior School in Río Piedras with 19 students; this became the principal educational institution in Puerto Law to offer an associate prestige (2 year college).
